Approved by the provincial party committee and government, it serves as a provincial backbone cultural enterprise. It actively promotes the transformation and upgrading of the broadcasting and TV network in the province, acting as a crucial front for the ideological and cultural propaganda in Shanxi. Currently, the Shanxi Broadcasting Information Network Group boasts an asset scale of 860 million yuan and a net asset value of 510 million yuan. In 2016, it generated a total operating revenue of 258 million yuan and a total net profit of 10.76 million yuan. The group has remained profitable since its founding, with stable overall operations. Revenues from municipal and county-level branches are collected locally and utilized locally, all directed towards the development of the local broadcasting and television network. After six years of development, the Shanxi Radio and Television Information Network Group has taken significant strides in the integration, construction, operation, and management of radio and television networks in the province, embarking on a new journey and focusing on three core areas of work.
First, it is fully promoting the substantial integration of the Shanxi Radio and Television Network. The "Government Work Report" of Shanxi Province emphasized accelerating the integration of the province's radio and television networks and completing the first round of asset restructuring. Currently, the province's broadcasting network has total assets of about 6 billion yuan, over 6 million users, and more than 10,000 employees. Although the overall scale is large, it remains fragmented among city and county-level broadcasting stations. In 2011, when the group was established, there were over 170 separate networks, operating independently. The technology was outdated, profits were low, and development was severely lagging. Consolidation of the province's network became essential. To expedite this process, the group actively sought support from the Provincial Party Committee Propaganda Department, the Provincial Department of Finance, and other relevant authorities. They issued guidelines such as the "Implementation Plan for Accelerating the Integration of the Province's Cable TV Network" and "Notices on Clearing and Appraising Assets." This led to the establishment of a provincial, municipal, and county-level legal person vertical management system. Four municipal branches were integrated, and two company network branch companies were established, improving economic benefits year by year. The first round of network asset restructuring was initiated, and the new three-board listing was completed. The physical network of the province's radio and television network was connected, and the signal sources of the nine cities were unified. All 170 Guangdian power grids have now been integrated into a dual-network structure: one covering approximately 4.5 million subscribers directly managed by the provincial grid group, and another covering 1.5 million users in Taiyuan and Jinzhong, achieving unified physical operation across the province.
Second, the group is comprehensively promoting the construction of the province's next-generation radio and television network. The goal is to connect the Shanxi Province network with the national backbone radio and television networks, serving society, enterprises, and home users. It aims to provide comprehensive information services including live TV, broadband access, and data interconnection. The group vigorously promotes the broadband + DVB + OTT integrated service, aiming to retain existing users while attracting new ones and rapidly increasing user ARPU values. Over 200 key projects have been completed with a total investment of nearly 300 million yuan. These include the completion of the provincial radio and television network front end, which can provide 206 digital programs, transmission coverage for the province's 11 cities and 119 counties, controlling the capacity for tens of millions of users. The province's trunk fiber optic cables, 26 node computer rooms, and OTN transmission networks are monitored and scheduled in real-time. Over 3,000 kilometers of trunk lines have been newly rectified, ensuring all city-level points are looped. A new 3.2T high-capacity OTN optical transmission network and backbone data network have been constructed to enhance transmission protection. FTTH fiber-to-the-home technology solutions are being implemented to transform the access network and user terminals. Last year, over 300,000 households were rectified. The group applied for the first batch of pilot licenses for NGB-W wireless network communication technology (700M) nationwide, significantly surpassing telecom 4G technology. The integrated NGB-W transmission network combining wired, wireless, and satellite networks is expected to be built first in our province. The group successfully applied for the infrastructure improvement project for small and medium-sized cities in the Shanxi Radio and TV network, receiving support funds of 300 million yuan, with the first 100 million yuan already in place. The province's network construction has been included in the China National Radio and Television Network Co., Ltd.'s 100 billion yuan national interconnection project, with the first batch of 31 billion yuan projects set to launch soon. Our province's mainline network will also receive priority financial and technical support from the State Grid Corporation.
Third, the group is deeply developing integrated formats of radio and television and the Internet. Amidst the intensifying competition in the triple-play sector, the group has firmly secured leadership in broadcasting and television programs, obtained provincial distributor qualifications for satellite TVs in all provinces, and acquired other province-wide agency qualifications for paid program sales. This ensures effective control over the province's radio and television network program sources. The transmission of high-definition programs and dominant channels to uncompleted cities and counties' network companies drives rapid industry development and increases revenues. The group is vigorously promoting media integration services and building a media platform that aggregates high-quality content such as live TV, video-on-demand, radio, newspapers, and new media. The platform connects multiple portals including party building, government affairs, and social services, spanning multiple user terminals like TVs, tablets, and mobile phones. People across the province can enjoy media services such as watching TV, reading newspapers, listening to the radio, accessing government affairs, voicing opinions, enjoying services, playing interactive games, and pushing features anytime and anywhere.
As the sole entity for the unified management of the radio and television network in our province, the Network Group has always prioritized the safety of broadcasting since its inception. Over the past six years, it has successfully completed security tasks during major festivals, important conferences, and critical periods, earning high recognition from the provincial party committee, the provincial government, and the State Administration of Press, Publication, Radio, Film and Television. With support from the Provincial Press, Publication, Broadcasting and Broadcasting Bureau and the State Administration of Press, Publication, Radio, Film and Television, the group is soon to obtain the only "Elevator Internet of Things" business license in the country.
