In 2018, the four-district property management service project for oil production operations was officially approved and implemented by Liaohe Oilfield Company. The funding for this project came from the document "Liao Liaofa [2017] No. 47," and the tendering entity was Liaohe Oilfield Liaoxing Oil & Gas Development Company, a subsidiary of China Petroleum. The project has now met all the necessary conditions for tendering and is currently open to bids.
**I. Project Overview**
**Service Content:**
1. Maintenance and repair of main structures and supporting facilities in the front-line living areas outside the warranty period.
2. Provision of daily meeting services as required by the four districts for oil production operations.
3. Security patrols and anti-theft measures at the front-line site and Nai-yi Station.
4. Maintenance and management of sanitation, cleanliness, water, electricity, telecommunications, and heating systems in office buildings at the front-line and Nai-I Union Station.
5. Operation of boiler equipment.
6. Greening and landscaping within the factory area.
7. Provision of canteen services, including dining for 180 employees.
**Service Location:** Naiman Banner, Tongliao City, Inner Mongolia Autonomous Region.
**Implementation Period:** January 1, 2018, to December 31, 2018.

**II. Scope of the Tender**
The tender covers the 2018 oil production operations four-district property management services.
**III. Bidder Qualification Requirements**
1. The Commonwealth does not accept bids from consortiums.
2. Bidders must be independent legal entities registered within the territory of the People's Republic of China and possess the necessary human resources to complete the project.
3. Bidders must hold a property management qualification of level 3 or above (including level 3), and must be capable of fulfilling the requirements outlined in the project implementation and tender documents.
4. Key personnel such as security staff, boiler operators, electricians, chefs, and pastry chefs must hold valid professional certificates.
